Many have questioned why it took the United States so long to return to the moon after NASA's last crewed mission in 1972. Experts, including astronomy scholars and space historians, indicated that while the U.S. has had the technological capability for a moon mission, the challenges of budget constraints and changing priorities have played a crucial role in the delays.

According to Patricia Reiff, a professor of physics and astronomy at Rice University, funding remains a key issue. During the Apollo era, approximately 5% of the federal budget was allocated to NASA, whereas currently, NASA's budget constitutes less than half a percent. This dramatic decrease restricts the agency's capabilities to pursue ambitious projects.

NASA's journey to the moon began in May 1961, when President John F. Kennedy pledged to land a man on the moon and return him safely to Earth by the end of the decade. This commitment was primarily fueled by the Cold War rivalry with the Soviet Union, which had already achieved significant milestones in space exploration, including launching the first artificial satellite, Sputnik 1, in 1957, and sending the first human, Yuri Gagarin, into orbit in 1961.

Teitel emphasizes that the urgency to reach the moon was a response to Soviet advancements rather than an unshakeable desire for exploration. Kennedy's goal materialized on July 20, 1969, with Apollo 11's successful landing.

Attempts to renew lunar exploration led to several initiatives. The Space Exploration Initiative announced by President George H.W. Bush in 1989 aimed to return humans to the moon and carry out missions to Mars. However, his successor, President Bill Clinton, halted the initiative due to funding concerns, shifting focus to the International Space Station (ISS).

Further endeavors such as the Vision for Space Exploration Program proposed by President George W. Bush in 2004 aimed to return to the moon by 2020. However, budget overruns and delays led to the program's cancellation in 2010 under President Barack Obama, who then redirected focus to Mars exploration and increased funding for NASA.

Despite these setbacks, the Constellation Program's legacy endures through the Orion spacecraft, designed initially for lunar missions. The renewed commitment to lunar exploration gained momentum with a directive from the Trump administration in 2017 to focus on returning astronauts to the moon, laying the groundwork for the Artemis program.

Artemis I successfully completed an uncrewed flight in November 2022, leading to the current Artemis II mission, which includes astronauts Christina Koch, Jeremy Hansen, Victor Glover, and Reid Wiseman. This sustained support through multiple political administrations has proven vital in advancing U.S. lunar ambitions, highlighting the significance of consistent policy over time.
